Proposed Rezoning That Could Transform a Suburb Advances in Laredo
City planners are reviewing a request to shift 85 acres near McPherson Road from light industrial to mixed-use residential.
How we reported this

The Laredo Planning Commission will hold a public hearing next month on a rezoning application that would allow up to 420 new housing units on land currently zoned for warehouses along the northern stretch of McPherson Road.
The request arrives as Laredo’s housing inventory sits at 2.1 months, the lowest level recorded by the Webb County Appraisal District since 2019, pushing median sale prices past $235,000 for single-family homes in the northern corridors.
Local stakes for Del Mar and Hillside Terrace
Residents in the Del Mar subdivision and the older Hillside Terrace neighborhood have watched industrial traffic increase on McPherson Road since the 2022 expansion of the nearby Laredo International Airport cargo facilities. The proposed change would replace two aging metal-fabrication plants with townhomes and small retail pads, potentially cutting truck counts on the road during evening hours while adding sidewalks that connect to the existing trail along the Bob Bullock Loop.
City records show the parcels sit inside the 2024 North Laredo Overlay District, a program created to encourage walkable development within one mile of the airport employment zone. Staff reports note that the site is already served by water and sewer lines installed during the 2018 bond-funded infrastructure push.
Numbers behind the shift
Appraisal data from the first quarter of 2026 list the 85 acres at a combined taxable value of $4.2 million under the current industrial classification. Comparable rezonings approved in 2023 along Zaragosa Street produced an average 18 percent rise in assessed values within two years, according to the same district files. Developers have submitted renderings showing three-story buildings priced from $265,000 to $310,000, a range that matches recent new-construction sales in the nearby Cielito Lindo tract.
Commissioners are scheduled to vote on the request at their August 12 meeting. Property owners within 200 feet of the site have until July 28 to submit written comments to the planning department on the second floor of City Hall.
